Greetings, and welcome to the International Space Agency ( I.S.A. ) Organization, Phase 4 Concept page.  My name is Mr. Rick R. Dobson, Jr., and I am the Founder of the International Space Agency ( I.SA. ), and today, presently its Chairman of the Board of Directors, and the Chief Executive Officer.  This is the outline of the "Proposed" Organizational & Operational format for the International Space Agency ( I.S.A. ) Organization, which I drafted in 1982.  In 1982, while I was in High School, this I.S.A. Concept had its genesis, and was originally created;  and is the foundation and basis on which the Present Day I.S.A. Organization & Effort is based.  This "Proposed" I.S.A. Phase 4 Concept has developed and matured over the years, but basically it is very much the same today, in Form, Purpose, and Spirit, as it was in 1982 when it was created.  I have had many struggles in life, as I had child hood dyslexia, which was caused by the fact I was born with a lazy eye, (Amblyopia).  This dramatically affected my written abilities, although not my verbal or reading skills, and thus made me the target of much severe neglect and abuse by my teachers and those around me.  This mainly as my spelling was horrible, and is some what bad even today, and my written skills did not even remotely or properly reflect either my very high intelligence, or abilities.  So I was thrown in with the sludge of society, bullies, troublemakers, mentally challenged, and was not allowed to get a good education.  So my path in life has been very rough and harsh indeed, as I have been incorrectly branded and black listed as a failure, sludge, and trash of society.  So whenever I display my great intelligence, abilities, or gifts, I am labeled as a rebel or troublemaker, because I refuse to lay down and be defecated upon.  There are those of great power, privilege, and status in society, who have tried, and are trying, to steal my genius, gift, and life's work on the International Space Agency ( I.S.A. ) Organization.  These people have resorted to slander, harassment, plagiarism, and theft, and because my stature and status in Society is not a proper reflection of my true abilities or contributions, these people use their fancy titles, degrees, and status & wealth & power in Society to bully me, persecute me, and steal my intellectual property, life's work, and creative efforts.

I am indeed the Founder of the International Space Agency ( I.S.A. ) Organization, and I am indeed its Rightful Heir and Present Chairman & Chief Executive Officer.  A Fancy Degree, Title, or Privileged Societal Status does not make a Good Leader or Great Genius!  It is the Character, Honor, Vision, and Intelligence of a Person, which makes a Good Leader or Great Genius!

1992  World  Space  Congress:  ( Materials from this event where stolen from I.S.A. Founders Home in 1992, along with many thousands of Technical Drawings, Inventions, and I.S.A. Historical Documents & Files. This Theft was Specific & Focused and was Intended to Wipe Out All History or Knowledge of Mr. Rick R. Dobson, Jr. Work & Materials on the I.S.A. Organization. Also at this same time the U.S. Government Initiated a Harassment Campaign to Destroy Mr. Dobson's Reputation & Credibility.  The Documents & Materials in Existence Today, are only because Mr. Dobson was at an Embassy Meeting at the Time of the Government Break In of Mr. Dobson's Home, and "Theft Of" the Many Thousands of Classified, Confidential, and Historic I.S.A. Documents & Materials, and all of his Personal Inventions & Intellectual Property, this as Mr. Dobson had his Brief Case with him, which contained Key Important Documents & Materials. )

1997  I.S.A. Founder Hit & Nearly Killed by Speeding Police Car from Suffolk County, New York State.  ( Police & Government, Malicious Corruption & Cover-Up of this Incident, and the Threats, Harassment, and Persecution nearly destroyed Mr. Dobson, and from which he has never fully recovered from, or been compensated for, as a Corrupt Judge was transferred to the Case in 2005, after 8 years of litigation against the Government & Police, and dropped the Case, and refused any appeals.  This strange incident and action by this Corrupt Judge, is without question, a secrete action by the U.S. Government to continue to Persecute, Harass, and Torture Mr. Dobson, and to continue to disrupt and interfere in the legal and noble efforts of the International Space Agency ( I.S.A. ) Organization. )
